Gov. Akbar beefs up intelligence vs Abu Sayyaf in Basilan
By NOEL TARRAZONA

LAZT Reporter-at-Large

Isabela, BASILAN (Oct. 30) --- After the series of bomb explosions that rocked Zamboanga City early this month, Basilan Governor Wahab Akbar has established a strengthened linkage with the intelligence groups of the military and the Philippine National Police in the island province.
The disclosure was made by provincial spokesman Cris  Puno when asked what security measures were being taken to prevent such terror attacks in the province.
“The governor has beef up security measures to prevent any atrocities here,” Puno told L.A. Zamboanga Times.
Basilan, a war-torn island and center stage of bloody clashes between Philippine troops and Abu Sayyaf, the Muslim extremist rebel group with ties to Osama in Laden, has experienced a relatively peaceful atmosphere the past few months.
However, residents here are fearful that Abu Sayyaf rebels might again commit terror activities anytime, Puno said.
The provincial spokesman also added that the return of US troops to the island will help prevent terror attacks in the area.
The spate of bombings in Zamboanga City early this month,  Puno said, has made Basilan residents  feel that the island is safer than Zamboanga at the moment.

City Council P40-M building design open for suggestion
By NOEL TARRAZONA
LAZT Reporter-at-Large

ZAMBOANGA CITY ---The demolition of the present Sangguniang Panlungsod (City Council) building to give way to the construction of a new, P40 million structure will be open for suggestions particularly in its finishing design.

City Engineer Luis Despalo said he received suggestions from City Council members to use mosaic tiles for its finishing treatment and other materials that will reflect the old Spanish image of the city,
“Suggestions should be made at this time because we can no longer be open to any more
suggestions once we begin construction of the building,” Despalo said.
Despalo also disclosed that “we are trying to avoid changes in the design once we have the final construction work plan."  Design changes at a later stage would be costly.
Earlier, majority of City Council members passed a resolution seeking to demolish the old City Council building and for the subsequent construction of the new building in the same area.
The estimated budget cost of the proposed 3-storey building is 40 to 45 million pesos depending on the finishing materials used, Despalo said.

Bomb explodes at Fort Pilar shrine
ZAMBOANGA CITY --- A bomb exploded in the main entrance of Fort Pilar wounding 17 and killing a Philippine Marines soldier at around 8pm, Sunday, October 20.
According to reports, a bomb was placed inside a trisicad that was left in front of the main entrance of Fort Pilar.
For us here in Zamboanga, people are really cautious these past few days. We can really feel the tension. A text message has been going around the city saying that 8 bombs will explode every two days or two hours interval.
Many of the wounded were devotees and candle sellers,, military authorities said. Catholics visit the shrine on Sundays in honor of the city's patron saint, the Nuestra Senora del Pilar.

Militants Claim Military Behind Zambo Bombings
Bomb squad members search for evidence among the debris after a bomb exploded Sunday, Oct. 20, 2002, at the entrance of the Fort Pilar shrine in Zamboanga City in southern Philippines. The explosion was just three days after two bombs exploded in shopping centers also in Zamboanga killing seven and injuring more than 150. Militant groups in Manila blame the military for the bombings.

'The sun is bright and the weather is fine here in Zamboanga'

"The sun is bright and the weather is fine here in Zamboanga."
That statement made by Zamboanga City Mayor Caling Lobregat after two bombs exploded in the city seem to reflect the kind of people we have become today.
No matter how many bombs go off in the city eventually killing dozens and maiming hundreds, our people will not be cowed. They will simply go about their daily activities. In other words, we got used to the chaos that it no longer scares us! We are not easily scared anymore.
Where in the world will you find people who rush towards the scene of a bombing or shooting---instead of running away from the scene of the carnage? Only in Zamboanga City! I know this because I covered the police and military beats in the city in the early 1980s.
I remember when the news media used to remind our people to avoid public or crowded places because these are the places often targetted by bombers. But where in Zamboanga can you find a place that's not crowded? Besides, who wants to stay home?
Tito Mando Lopez used to teach his "Talk of the Town" column readers how to avoid getting kidnapped or how to find out if you're being followed---either on foot or by car.
Zamboanga City is the melting pot of southern Philippines. Like the early days it will always be a troubled spot in the country.
But to many of us, our beautiful city, our rich language, culture and history far outweigh the violence and destruction brought about by political unrest over the last century or so.
Will the bombings and violence stop us from going back? Or from investing there?
Honestly, I don't think so. Not even a thousand Osama Bin Ladens will stop us---now or ever.
